Yes there is. there is one i'm very fond of which i use a lot. it is called super. from the proper site it is a free download.
After you start super it can look confusing but i assure you it's not. The program brakes a file into three different parts, video audio and player. Basically you just drag the song or whatever into super and change the sound at the top right to mp4. then encode. good luck!

To convert video format clips into 3gp format clips, I know a good software RZ Video Converter which I always use it and goes on well in my computer, it can convert any videos or audios between different formats with good quality, such as convert your video format clips into 3gp format clips, etc. Yahoo or google search and download RZ Video Converter. You may be able to convert video files to video files but I doubt seriously that you can convert a .dat file to a video file.
.dat says it's a data file, which would better be suited to converting to Word, Wordpad, or Notepad.
And if you do convert the .dat to a .mp4 file, be sure to let me know the results.
