Usually the surgeons cut one of the muscles of the eye.
This is called amblyopia, if the eye turns in toward the nose, they will cut one of the muscles on the side of the eye nearest the nose. If the eye turns outward, they may make a tiny cut in the muscle that holds the eye on the side nearest the ear. This takes much precision, I had a cousin who had three operations before she was satisfied with the appearance of her eye. This condition if caught early enough, can be corrected in young children, by covering the good eye with a patch and making the bad eye ( the turned out one) do the work. I am afraid you are past the age where the patch will help. Have you moved to Devon yet? Or can you catch a train to London? There are very good eye surgeons there. I think you should consult one.

if the eye is lazy due to a muscular thing, the operation will often work, my sister just did exercises. If it's neurological, an operation will not work. As for laser eye surgery - do you mean like Lasik to correct vision? I'm not finding anything that says that will correct it - you've got to use the patch, and follow the Dr's instructions, you could lose your site altogether in this eye - so it's important to do what the Dr says.

Not by itself. Laser eye surgery is a substitute for glasses. Needing glasses can be one of the causes of lazy eye but not all lazy eyes are due to needing glasses.
If your lazy eye is due to needing glasses and you are under age 20, treatment is to wear glasses full time and patch the good eye part time. If the lazy eye improves with that treatment and you don't want to continue using glasses you could have lazer eye surgery to eliminate the glasses.

LASIK surgery corrects your refractive error only. You may have lasik to correct your vision ( if your lazy eye is capable of correction) but the physical appearance of the eye will not be changed you need to have muscle surgery for a lazy eye.
