Quote about taxi drivers ruling the world?

I am looking for a quote from a journalist, (whose name, I regret, escapes me). The quote goes something like this:

"It is a shame that the people who know best how to run the country are all driving taxis ans working on building sites."

The trouble is that I need the exact quote, and I can't find any reference to it through my normal internet searches. I suppose it would help if I knew the name of the guy who said it! Can anyone help me track it down?

He was a comedian and apparently was commenting on the talkitiveness of those two groups of people.
