Information on Prize Bonds in UK?

I am not sure whether non residents or other nationals are eligible to buy prize Bonds in UK. Since, I am residing outside UK, and not a UK national, how to get some authentic information regarding the query. Should I contact a bank but would they give such information over the phone?

For info on UK Prize Bonds see http://en.wikipedia.org/wiki/Premium_Bond - from the article it doesn't sound like you could buy one if you wanted to.

If you got an email that you won a prize and have to send them some money in order to collect it, it's a SCAM, and you didn't really win anything.
