Would they allow you to loan eventhough your like 16?

Would a bank allow you to loan an amount that is less than ... say 3000 and have a steady partttime job.

Generally no, unless you are legally emancipated and declared a legal adult. A contract signed with a minor does not hold up in court, so lenders won't work with a minor without a co-signer.
