We should follow the Spiritual Guidance of Masters and Our Conscious definitely instead of Majority Public because The Books may It be The Holy Quran, The Holy Bible or The Sacred Geeta are Davine and guide us on the right path. It is the General Public which has changed the original scripts according to their will !!

if these three events of consciousness are different then we know as a soul we are in difficult times.
if we have the mental power to understand this question then it seems the most direct route would be the most sensible -- that is to say following our consciousness unto that which gives it.
HOWEVER, this has always turned out to to be a great idea
that becomes very confusing for most people as their emotional body becomes stirred by the forces of life exposed by such a direct approach. So then it is most usually appropriate to approach a living soul who can help us. This would then be the Master who helps us stabilize our mind and emotions to continue on this now difficult quest. Here still though we must make choices of the heart and mind that we approach a helper who does not simply feed our self idea, but rather helps us to unveil its' intricate truths to eventually let us see the real truth of existence we seek.
sincere association with groups of individuals sincerely seeking can as well help us understand ourselves and our confusion at this time -- but again we must not use such a gathering to simply fortify previous mental/emotion conditions in ourselves.
I would say never mindlessly follow the superficial opinions of the masses.

Following the majority of the public is not a great idea. Generally speaking, they do what ever feels good.
I believe you should follow God and your conscious. Most churches are preaching love and forgiveness. But, there are some problems. For example, those people protesting the Iraqi war at funerals is wrong. This is showing lack of respect and love for your fellow man. Most people's conscious will tell them this.

The majority public went along with Hitler. Only after the fact did their consciouses catch up to them. And Nazism was just as much a religious movement as a political one (not too mention genetic)
Corruption is possible in all three. Its up the individual to determine the worth of those who would lead and the consequences of following.

You should follow your conscience, but it alway good to consult people, who have their main focus in the spiritual area, provided you feel confortable with them. Also one can read from any inspiring book, you can find regardless of where its source is from. If you put forth a sincere and strong effort, and use your conscience as your guide, you, and anybody else, will do real well spiritually.

Follow the spiritual guidance of your master, provided if he is well versed in the knowledge of all the scriptures in the world and most importantly He is face to face with God.

One has to follow the Manifested living GOD of the time who lives with us in all given time. Recognizing HIM depends on the individual's evolutionary development. Religions and their followers have no roll in the recognition of living ONE, as the former dwell on the past.
