In July this year a council tenant has taken away my paper rubbish bag without asking my permission ? The tenant said she placed the paper rubbish in her attic ! ! I saw the tenant taking another bag into her house and I become suspicious. I informed the Police; Local Housing Office & Local Neighbourhood Warden (he said she admits to taking one bag) It was not until October this year that I got an opportunity to see a Housing Officer with N/Warden. H/Officer said she could not help me as I have not disclosed evidence of offence of stealing rubbish. In October the offending neighbour was seen by myself wearing a yellow jacket and holding a see through city council rubbish bag parading up and down in front of my home in a manner that I can only describe as doing a cat walk - rumour is this woman visits city council offices delivering bundles of papers ! !

You should take more care of your rubbish. Don't just leave it lying around.
I made that mistake a while back and realised the the local council was actually stealing it every week. It seemed to be a very well organised system where the council sneaks (very noisily) up the street in the early hours of the morning when most people are trying to sleep. They actually stole rubbish from in front of every house in my street.

You want to tell the H/O that he is talking nonsense - you have witnessed the act - ask him what he intends to do; if he has spoken the the neighbour to see if she has admitted it; and if she has been referred for mental health assessment.

As far as your rubbish is concerned - you are not technically throwing it away and it remains your property - you have an agreement with the council that they will dispose of it (you pay for this in council tax), and it remains your property until the council take it. It does not give anyone the right to take it!

There is the danger of identity fraud - make sure you ask you H/O if this has been taken into account.

Looks like you have a neighbour who is a little "eccentric". Just keep your rubbish on your property until collection day and then put it out as the council requests. Then it is the council's property and their problem, I wouldn't worry about it. You've done your bit.

I would, though, make sure there's nothing in there with your name, address, account numbers etc. on it.

You need to be careful that she isn't trying to commit identity fraud. Make sure that all bank statements, receipts and correspondence with your details on it are shredded before throwing away. To get her back, you could always wrap some doggy do do's in paper and bury it in the middle of your rubbish bag, so when she riffles through it she gets a nasty surprise! (and a smelly attic!) That'll stop her!

Surely my friend ....................you have more things to do in life than worrying if some lady actually took a rubbish bag away from its designated place?Remember she may be poor and cant afford a bag, she may be old and forgets shes does not own the bag?
She may be eccentric & collects rubbish bags?please forget & forgive!(you'd be very upset if some one reported your old family member doing this~now wouldnt you?

I must admit, I have never heard of people stealing other peoples rubbish! And being reported for it! lol. Why on earth would you place other people's rubbish up in your attic? It certainly is a strange world!

first make sure you shred everything from now on. i think that once you have put your rubbish out it no longer belongs to you but the local council, and i know it is a crime to take council property, perhaps the council should be informed, but it would be up to them if they wanted to prosecute or not.

Take his garbage out, placed your garbage in and stand his garbage next to his bin. If he says something, then merely tell him that you won't be able to use your bin because he's filling it up. perhaps you would possibly want to come to some association wherein he's taking the whole boxes down each and every week and he can use any area left in yours for his extra.

If you throw it away its not your property anymore. Try to shred all you important papers.

go collect some ants in a jar and release them under her door, or collect a few roaches and do the same..
