In Windows Help and Support, type CD into the "search box".

In Windows XP, open the folder containing the pictures or folders of pictures. On the left bar, you'll see an option, "Copy all items to CD". Follow the prompts.

Or try this: Open two windows, one window for your CD drive and one window for the pictures. Simply drag the pictures to the CD drive window.
