The poor soul is probably an insomniac or a shift worker. Join them for a while when you don't have to get up for work/whatever. Get fit and don't get annoyed.

Whatever he is. He is perhaps a learned man and has won the Nobel prize.This is not the occasion dwelling upon his status. Whatever he is he is causing a nuisance. Complain to him, politely at first to stop the untimely game. If he hears well and good .lf not phone No.100 calling the police. That may bring him around. While it is all right that we must get along with neighbnourhook but that does not mean you shoud quitely bear nuisance.
