The best product I've used for this problem is St. Ives Eye Stress Gel. It comes in a little green bottle and it reduces puffiness in a matter of minutes. It's a gel that feels really cool on your skin and smells fresh and clean. You can find it in any drugstore and it doesn't cost very much. It's great for sensitive skin too.
I highly recommend this for you.

Difficult to answer. The best thing is to try different creams and see which one suits your face and eyes the most, and it will also depend on which one you can afford. I think Nivea are quite good. With some of the more expensive creams you are paying for the name rather than the cream.
The most important thing for your skin is what you put into your body though.
Eat plenty of fruit and veg (maybe supplement with vitamin C)
Try not to overdo the alcohol
Most importantly... Don't Smoke! Smoking is the quickest way to ruin and age your skin. Just look at a 40 year old who smokes, and one who doesn't There's a huge difference in the lines on their faces and in their voices.

Try either; Nivea, Dove or Aloe Vera. They really do work! Nivea Body Moisturising Cream is very light and soft and leaves your skin/ face glowing and looking healthy.
Hope this helps! :)

Try putting chilled cucumber slices on your eyes for five minutes, that's supposed to give you an instant lift.
I heard you can use cold teabags as well.
If not, try face tonic. You can get them from Boots. They work within minutes.
Good luck! Believe me I know what it's like!
