There is no drivers manual , no signs in most places and drivers drive or point their car at destination and simply blow horn with seemingly to get others out of their way . Can you expound on this ?

Yes their are rules, but people always ignore them all over the world.

Yes , there are a lot of road rules in the Philippines the only problem is that the authority is not that strict to implement the rules, since authority is not that strict that's why most drivers doesn't obey such rules especially when there is no policeman around. But try to go to subic freeport , they are very strict in implementing road rules there.

"See and avoid" was the only rule of the road I ever observed when I was in the PI. Survived a year without an accident, traveling between Angeles City, Baguio & Manilla. Dau and Mabalacat were particularly challenging with all of the jeepneys, trikes, and drunken American GIs and fat Aussie "sex tourists" stumbling about.

I don't know about you, but all my life I've been iving in the Philippines... Rules do exist, many just don't know them and nobody seems to care.

yeah there are rules but only exist in the urban areas,, and usually filipinos ignore it,, there are cases that they get caught due to jaywalking but frees them for a few hours only..

yea there are rules in phillippines, "YOU SNOOZE YOU LOSE" rules and this seems to be true in many asian coutries where I visited.
