Darned good question. But I don't HONESTLY remember a time when He did. But He has always wanted to forgive us and has always wanted us to have what we want. But He just waits until WE change OUR minds and make conditions right so that He can justify accommodating us. And if you think about it , that isn't really changing His mind. God is the same yesterday as He is today and will be tomorrow. He is the one thing that you can count on. If He wasn't we would all be dead now.

As an atheist, I'm familiar with this line of reasoning as a corollary to the omnipotence paradox.

One refutation goes like this: because the actor is defined in this case to be perfect, then his choice at any given moment is perfect. Combined with omniscience of past, present, and future, it is not difficult to imagine that a god's existence does not have the same chronological context that ours does; being already aware of all his future choices and their results, you could think of it as the god having made all those choices simultaneously.

A more abstract way of looking at it was approached by another answer however; this question alludes to the self-referential nature of a god's perfection. A god is not always perfect in the eyes of man, but is defined as 'perfect' because he makes the definition. In a perfect god's dictionary, perfect is defined:

perfect. adj. Like me.

God had an eternal plan even beforehand the international became into Created and it secure Christ and His Church from the commencing up (Ephesians 3:11). The previous regulation and previous testomony became into designed to be a precursor to Christ so as that after He finally got here, everybody might desire to understand Him for who He became into (Galatians 3:24-25). The previous Covenant became into designed to be no longer so good as what Jesus became into going to do in the hot Covenant (Hebrews 8:7-thirteen). God is infallible and His plan is proper in replacing the soul.

Do they read the question?

Either prayers are answered, (god changed his mind based on how well you pleaded with him), or prayer are never answered, (god never changes his mind regardless of how much or hard you pray/plead)

You can't have it both ways

If god killed everyone except Noah and a few of his brothers ... well lets just say that God was displeased with what HE HAD CREATED.

So no. God makes mistakes left and right, just like a human perhaps? :P

Yes. Example Today I think I'll have vanilla ice cream. The next day hmm I think I'll be daring chocolate please. Does this imply imperfection? Or a huge moral dilemna? (In my case no but probably the need to get out more often). In God's case he makes the ice cream so who is to say what is right or wrong for him?

Yes! just because you change your mind doesn't mean you have sinned, or was thinking about sin. It just means you have a better idea to accomplish something.
