General information is usually easy to obtain, but depending upon the topic matter it may also be next to impossible. There are; however, gray areas in between of information that can be reached.
I have a busy day today, but either expand your answer or contact me. Both the Piano guy and Charles above me have good responses and respresent what I meant by the term "gray area". Your local Police station is good place to start - they will have information for websites on child molesters and other degenerates who would be better of dead than be existing in our society.
What ever you do don't fall or accept this "people make mistakes" crap. People - "make choices" - and it's generally good for you to know who is living near and around you. My neighbors and I know exactly where the "undesireables" live in and/or near our neighborhood. The best thing? We don't put up with any outsided "junk" and we are always looking out for the other decent families in the neighborhood.

you cant get a criminal history, if you know where someone has been arrested you can look up there information on the website for the agency that arrested them, the reason that criminal histories are not available on line is because they contain information that is not public knowledge. I know that seems to be unfair I mean if someone did something wrong then you should be able to find it out about them, but think about if you were in your early 20's and got arrested because you made a mistake and then you never got arrested again would you want that following you around for the rest of your life?

You can try and search court records on the website of the county you are looking in. But I don't know how often things get updated and I'm not sure what types of cases/information is posted...I just know you can get certain data on those websites. Do a web search for "court records" and then the county name.

No such thing as free anything anymore, unless you have a buddy in law enforcement who can run a check for you "unofficially".

there are no pay or free sites on line. the only way to get the info is to go to a police station and ask. also you can only ask about your record and not someone elses.
