It should cost at least 60 dollars to get it done. But more important than how much it costs is this: how good is your piercer. If you don't have someone in your area who is trained and experienced with surface piercings then you will need to find someone who is. Just going to any old piercer and sticking in a barbell will just result in your piercing migrating out and your money being wasted.
Once you find a piercer who has lots of lovely photos and success stories, no getting it done doesnt hurt that badly. It does hurt and pinch, but it isnt anything to scream and cry about.
Be very very very careful once you have your piercing not to get it caught on anything and clean it according to your piercers instructions. Not all surface piercings are destined to work, but proper cleaning and being careful can improve your odds.

I believe it appears well on a man or a lady. I not too long ago received my nape pierced the day past and it didnt harm in any respect. I felt somewhat pinch looking to cross via my epidermis after which one other pinch going out. I did not even think it going within. I believe I have an overly prime tolerance for discomfort, so it did not harm AT ALL for me.

And why would you want that? Even if it doesn't hurt, it might get infected.
