I'm moving back to the USA in around a year (back to California to be specific), after living abroad for over 10 years. My father had been paying my taxes, perhaps except for only two years. Will I become a resident immediately? Will I be needing a work permit to find a job in California? How do I settle in and how do I go about finishing paper work? (What sort of paper work do I need to finish to settle in?).

Ok, so I already have US citizenship (although I wasn't born there). But does that mean that I will be granted with a resident status immediately? Do I have to file for the two years of taxes that my father didn't cover? Would I need a permit in order to work, and can I subscribe to some sort of health insurance program immediately?

If you are a US citizen, you do not need ANY paperwork at: no visa or work permit is required. You have the right to live, work and remain in the US indefinately.

As to taxes: you should probably contact the IRS, and try to file the two missing years if possible: as a goodwill gesture they may allow you to file them late.

Your already a resident because you were born in the USA and as for setteling in try to make a contact with someone in California to help you with finding a place to stay and work.

If you are a US citizen, you remain a US citizen. You don't need a work permit.
