I don't know what you mean by "vocancy". If you mean "vacancy" then you should contact a placement agency - also known as "headhunters".
There will be need for Drafters in any country that has any amount of industry. Since most large companies do business in many countries, find a large corporation near you that is involved in something that interests you. Start working for them, then find out what branches or subsidiaries they have in other countries.
I can tell you this much - you'll have trouble getting a job in any English speaking country, judging by your question.
