I talked to the neighbor many times. If I complain, they will come to pick up the poo, otherwise, they do nothing.

Try sprinkling some cayenne pepper around. One whiff of that and they'll run the other way.
My neighbor "used" to let his dogs run free and they would crap in my yard. So I would fling it onto the hood of his truck. That stopped it real fast. They haven't been loose in years...

I've heard that moth balls can keep dogs away. They smell really bad. My neighbor used to use them in her garden. I honestly don't know if they work though. You could plant rose bushes or some other plant with long thorns.

No Idea, but talk to the owners, if that doesn't help, make a complaint with the law. Don't blame the dog, he hasn't been taught properly and his owners seem either ignorant of the problem or don't care. Make them aware of it, if nothing changes, then act accordingly.

Why don't you just be mature and ask your neighbor to please keep his dog from pooping near your house?

Any plants that deter are poisonous and will also kill an animal. If you're that afraid to speak to the owner in person, why don't you leave them a note in their mailbox, or put a sign on your lawn saying "NO DOG POOP HERE!"

None that I know of although some plants can be poisonous to animals. Talk to your neighbor and tell them that their dog has been pooping in your yard and ask them to keep him in theirs.

I have been told that to keep stray dogs out of your yard is to use a empty bleach container. One or more will do the job.
