I was told that my Jewish Grandfather was living with a Foster family in Manhattan Newyork from 1915 through1940.How can i find these records?What are these records called and where are they?

Foster parents usually have to go through their county's Department of Human Services to get approved. If such records were kept back then, I would assume that is where they'd be. Or, you could check with the New York Vital Records Department in Albany (the capital).
