i would like to rent a shop in kuta bali,can anyone give me advice on how to go about this

Coordinate with your local Department for a permit and ask the person in charge of the place on how you can rent.

Kuta has become a true tourist trap. Your location is going to be all important. Your nationality and the origin of your passport is going to make all the difference. With the little info that you have provided there is no way to give you a full answer.
