Pretty sure it's 25 in most states. I would call the company you are thinking of renting from and ask.

At 25 yrs. The motorhome will save you time and money on two separate parts of your holiday booking, one being transport. If you need a vehicle rental while you are on holiday you don’t need to search at all because you are already traveling in a motorhome! You will also potentially save yourself hundreds of pounds by not getting a rental vehicle. There is also no need to look for a hotel and worry about the standard of it. You are able to design your motorhome, and make it as comfortable and homely as you want it. You don’t need to worry about making plans; you can decide when you get there! Obviously you may want to do a bit of research before you leave but you do not need to decide on days or times until you are there. Also you won’t need to worry about cancelling anything in case you need to, i.e. if a friend calls you half way through the trip to meet up, you would be able to just go, rather than cancelling hotel rooms or plans.

Legally you only need a drivers license. However most firms limit rentals (and additional drivers) to age 21 and will hit you with an insurance surcharge if you are under 25.
