Anything religious is personal. And in China they light a candle and place it on a little float and send it out to sea to help the deceased find their way to the afterlife by following the light. So whether it is religious or not is up to you to decide, not others.

Only you can answer that question for yourself. If you do it just to do it then obviously it's personal. If you do it and then pray or do some ritual then it would be religious.
