Setting up an account is free, but you must be 18 or have parent to sign up for an account if you are under 18.

...I'm 16, if I sign up with a fake birthdate saying I'm 18 (just cuz I don't feel like getting my parents involved, and I don't need to be treated like a child) can it come back and bite me in the ***? What exactly will my parents need to do for me to sign up?

I'm 16 and I said I was 18. Really, it doesn't hurt anything at all, if anything it will let you have access to other parts of the PSN which aren't allowed for people under 17 (rated M content). Also, you can make a master account.
