He is afraid of the vacuum. Most dogs are afraid of vacuums. Does the rug have a rubber bottom? Dogs are attracted to the rubber smell and they will usually pee on them even if they are housebroken.

If he pees on the carpet, then he isn't housetrained. Is he marking in the house, or is he peeing because he is afraid of the vacuum?

he is afraid of the vacuum and he doesn't like his bed to be moved...this is behavior that you need to change asap, otherwise your dog will always do this...my dog runs away when I vacuum because he doesn't like the loud noise, but when I am done, I say "all done" and put the vacuum away & he's fine...perhaps crating your dog or moving him and the bed to another room--do this routinely every time the vacuum is run and he will get used to it...and take your dog out more frequently if he is that nervous around the vacuum...

He's probably scared of the vacuum. Put him outside or in another room when the vacuum needs to come out.

Guess he isn't housetrained quite good enough.
