Per the California Vehicle Code, only a small portion of the vehicle's windshield may be blocked. This portion is limited to the extreme corners of the glass.

It is illegal to place ANYTHING, even temporarily, in a position that blocks the driver's view from any other part of the window. This includes GPS systems, radar detectors, spotlights, tachometers and, even, hanging objects from the rear view mirror.
