Yes and no. We come across wise sayings and teachings all the time, but that doesn't mean we comprehend them fully at the moment in which we encounter them. Nonetheless, they teach us something. The same can be said for experiencing the wise actions of another. They teach us something whenever we encounter them, though we may not fully grasp all their meaning until later.
The other half of "learning" wisdom is our own experiences and what we learn from them. It's a combination of received teaching and experience that in the end is formed by prayer and the grace of God. Some of wisdom is hard work on our part; the other portion is purely gift.

I don't know about being taught, but it must be able to be learned if God says that we should pursue it.
Mt 10:16 -- "Behold, I send you out as sheep in the midst of wolves. Therefore be wise as serpents and harmless as doves.
Proverbs 4:4-13 -- He also taught me, and said to me: "Let your heart retain my words; Keep my commands, and live. Get wisdom! Get understanding! Yes, wisdom can be taught or trained into one. Connecting with God gives you wisdom. Meditation, mind-body exercise, healthy eating, and a nonindulging life style, can help you get spiritually stronger and more intuned. This will help you recognized what wisdom is when you see it. Reading books written by people with wisdom can do the rest for you in becoming wise.

No. If I tried to teach someone "wisdom" they'd probably understand what I'm talking about but would not really grasp it.

wisdom is the ability ti USE that knowledge.
Wisdom can be taught. Best to ask first from God. (James 1:5)
