If both are military then yes you both will get the COLA.

The way it used to work was both members could draw COLA at the without-dependents rate. If the joint spouse couple had children, one drew without-dependents COLA and the other with-dependents COLA. You'd have to check with the base finance office to see if it's still the same.

Yes, the amount varies with the yen rate right now. The exchange rate today at military banking facilities is 111 yen to the dollar. The less yen to the dollar, the more cola you recieve.
