There's always the possibility that an ATC employee could be charged with manslaughter because of an aircrat accident. It depends how good or bad are the lawyers working the case and how serious was the accident and mistake made by ATC. Same goes for anyone that works with aircrafts (pilots, mechanics, ramp workers)

On March 17, 1971 a midair took place on the approach end of runway 08 at Can Tho Army Airfield, Vietnam. A total of seven died, everyone on both aircraft.

At first I and the other controller, in the tower at that time, were being blamed. Eye witness accounts of both those flying , on the ground, voice tapes of all transmissions of both tower and aircraft, etc, found the over riding cause was due to one of the two aircraft involved.

Though resolved of the cause, there is hardly a day that goes by I don't think about what happen. Both I and the other controller have PTSD due to this accident.

Rickythepilot's answer is right on the mark.

It's going to depend on the circumstances surrounding an incident. If the Controller was negligent or worse yet, did something on purpose, they could and most likely would be charged. Everything that the controller says is recorded though and most time pilots will repeat back instructions, especially if they are unclear or different than what they expected.

Not if it was an honest mistake. If he was negligent, or deliberately did it then yes.

But if you knew you'd be charged if you made a mistake, would you sign on for an already stressful job?

never heard of one but the one in Kentucky i dunno he probably should have been fired or something as he could have a clear view, if he had looked to see they were on the wrong runway of the comair jet... But unless they find drugs or alcohol in their system ive never heard of one in the US being charged... But if they were intoxicated yes,,,
