apparently I applied for a credit card with Capitol One Bank in 2000, I just looked at my credit report and the collection agency they are using to try to collect this debt ran my credit in 2007, if i did in fact apply with Capitol One in 2000 did I sign anything letting them have a third party run my credit, I know there applications are very long?

if you owe and have a past due debt, the lender can run credit check on you to try and find sources of funds from which they might be repaid. Your application usually allows them to do that IF YOU DO NOT MEET THE OBLIGATIONS YOU HAVE INCURRED.

"Apparently" you applied? Sounds like you had a card and failed to pay. Yes, they can continue to "run it" because you still have a financial relationship with them whether you want it or not.
