Ok...I just met this guy and can't figure out if he's my second or third cousin and it's driving me nuts! His father is my fathers first cousin. His fathers mother and my father's mother are sisters(our grandmothers)....so what does that make us? (I'm trying to make a family tree but it's getting MUCH more confusing than I thought)!

YES. IF you share an ancestor in common you are related. It is not uncommon for people within families who may share an ancestor several generations back, making them 2nd or third cousins and at the same time not resembling each other in any manner.

I'm pretty sure that if your grandmothers are sisters, you are first cousins, once removed. If your mothers were sisters, you would be first cousins, but you are one generation removed.
