sorry to say but there is no cheap place in Roseville, Minnesota, anywhere in Minnesota, any where in the USA, Any where in the world as there is no such thing as a teacup Yorkie.
The people who attempt to sell there unhealthy runts will try to get money out of your pocket. Most of these extra small Yorkies are unhealthy and have such things as enlarged hearts, water on the brain and other serious health issues. These dogs will cost you not only to buy but for the numerous vets bills. They also often don't live past 5-7 years old.
What you need to do is research some breeders that have the smaller size of a Yorkie as they are dogs that by standard shouldn't be over 7 pounds.
If you want a small one I wouldn't suggest one under 4 pounds. These are still very small and if you do look for one ask to see and find out at least 3 generations back so you know you aren't getting one of the sickly runts mentioned above
You can check out the standard of Yorkies ad see that they only come in one standard unlike the poodle who comes in toy,miniature and standard. Go to akc.org

You get what you pay for, even with dogs. Cheap dog means cheaply bred, corners cut, not a good idea. You're going to end up paying the price in medicals, congenital disorders, and heartache.

They do not know (nor care) what it means to "improve the breed." They are disreputable, irresponsible and unethical and you definitely do not want one of their dogs.
If you decide that you really want a Yorkie puppy whose breeder's goal is to improve the breed, check out the Yorkshire Terrier Club of America and the Twin Cities Area Yorkshire Terrier Club. Ask for referrals to responsible, reputable breeders.
In addition to breeding quality puppies, breeders are sometimes looking for wonderful homes for their retired champions, retired brood bitches and dogs that may not have done well in the show circuit.

BTW, there is no such thing as a "teacup" Yorkie. The Yorkie standard accepts 7 lbs or less. A breeder who intentionally breeds for smaller and smaller sizes is not improving the breed and they are not taking into consideration the other important parts of the Yorkshire Terrier standard (see above re: puppy pimps)

there is no such thing as a teacup yorkie. if you see anyone advertising for a "teacup" don't buy it. yorkies are supposed to be small. 7 pounds and under. if it's under 3 pounds i would extremely recommend you not get it. they are very fragile and are prone to more illness especially hypoglycemia(low blood sugar). check the akc website for local breeders in your area. expect to pay anywhere between $450-800 for a pet quality yorkie
a rescue dog will be cheaper if you want to go that route. yorkie rescues are generally somewhere in the area of $200-450

1) yorkies only come in one size. teacup yorkies are runts of the litter that non reputable breeders are breeding together to create more runts to sell to people.
2) runts are not healthy and to create more runts using runts, that is disaster waiting to happen.
3) do not buy from a pet store. those are puppy mill dogs and by buying from the store you are helping millers continue to breed.
4) if you want a yorkie, check pet finder, your local shelter, a breed rescue group, or a reputable breeder.

vet care alone will cost you more than the dog during the first year.
