Here's some things I can think of:
Cut off funding for the war
Demand a withdrawl (i.e. surrender) date
Give enemy combatants prisoner of war status
Repeal the Patriot Act, preventing us from getting information
Close prisons for terrorists
Grant terrorists constitutional protection
Call President Bush a liar, incompetent
Call General Petraeus a liar
Can you think of any others?

Manmara, we don't need a think tank to make the enemy surrender, we need to kill the enemy so they won't need to.

please believe me, i read everyone's quote an dnone of this helps us to feel any better. we need to pull together an ddemand that someone like hillory clinton, define in black and white a plan from a 'thinktank' of how we are going to make the enemy want to surrender. who knows, maybe if we had a monster sized draft, excluding no one like america used to have decades ago and even empty our streets of gangs, most of our nation's cellblocks from prisons, mos tof our nation's habitual unemployed ,put them in a basic training in the southwest of southern arizona and new mexico(no place to run to),send millions over in an angry mood, to hunt down every crevice in afganistan and pakistan and bring home osama to stand trial in new york city an dtelevise it on al-ja-zerra network and then hang him for the world to see, then hang the rest in cuba a swell.it's only an idea from me, but i think we have to be as mean as they are and stop being so soft as i think the enemy sees us as very weak when we put our own americans on trial, when these americans are doing way too many rotations in an dout of iraq. th emilitary was never meant to be a forty hour work week job, when there are no decent jobs here in america.we should also start a giant public works program(cabinet level) to hire millions to maintain our schools and to completely rebuild the city of new orleans after the french quarter and the cemetart is temporarly moved, th erest of the city razed, overhead railroad tressels to ship in quarried rock to build a rock base 75 feet above sea level and since there are blue prints of the city,it could be rebuilt from scratch, the wetlands repaired, the river straightened and widened for entry into the new seaport in the newly dredged out lake for wharfs and a new naval base with drydocking facilities, the start of all of this could be achieved merely by transferring budget money from the other fifteen federal agencies and once the millions began working for the government and not a private corporation, the taxes that the employees are paying would help tremendously in rebuilding our economy as the unemployment rate would be the lowest since world war two and america would have transferred a old french built city into a proud american city

When it comes to what powers congress has over war they are simple.
1. They vote to go to war. (they did that)
2. Approve funding for the war. (they did that to)
As it turns out they have done everything in their power to keep us at war. If they really wanted it to end they could de-fund the war but every time it comes up they just threaten to and then do not go through with it.
It is not within their power to control troop levels or strategies.
That power belongs to the commander in chief (President Bush)

united statesa. is feed up with Bush. They do prefer exchange. despite if it seems to me like the Blue occasion is already relaxing. they had 2 months of hearings and gave up. they discovered different solid evidence then shelved it. Now that's election time and Impeachment could value too lots. i bypass back to the basics "individuals Take back the homestead" Blue Collar united statesa. could desire to be on top of issues of the homestead.

There wont be a defeat...there also wont be a victory......for there to be victory there has to be a surrender by someone....exactly who is it that is in charge that would be the person to sign a surrender?
So you are saying that if anytime in the future we withdraw our troops that equates to a surrender?...... Then you are suggesting we keep troops there till the end of time

They also question the wire tapping of terrorsit phone calls.
They say it's invading the American righ to privacy but the only people they care about are the people they have on a list of known terrorist.
The CIA or NSA dont care about your dirty phone calls to Mary jane Rotten-Crotch. They have targets of intrest and could care less about invading the publics privacy

Stirring up disharmony with the Turks with their genocide accusations against the Armenians, in 1915 if my memory serves me right.
This one really exposed the total lack of class, diplomacy, and common sense amongst the democrats in Congress. Of coarse it was that stupid geriatric Pelosi who was at the helm on this one. I believe this fiasco even tops her inept attempt at diplomacy with her trip to Syria.
