I HAVE A 7MONTH OLD GSD, I HAVE TO LITERALLY DRAG HIM TO THE GARDEN AT NIGHT FOR HIS LAST TOILET, PUSH HIM OUT OF THE FRONT ROOM IN THE LAYING POSITION, THE DOG THAT IS. WHEN HE FINALLY GOES OUT, AFTER ABOUT 15MINS I CALL HIM BACK IN AND HE DOESNT EVEN TURN HIS HEAD AND LOOK AT ME, AND ITS NO GOOD SAYING I SHOULD GO OUT WITH HIM, IVE TRIED THAT AND HE JUST SITS NEXT TO ME, I WALK AROUND AND HE WALKS WITH ME, BUT THEN HE WONT TOILET, ANY IDEAS...

Then they should have taught you how to make your dog heel.
the faster a dog moves the faster he'll have to go potty.Play with him while you're outside and he'll go faster and be tired enough to sleep all night long.
As far as him ignoring you.Obviously you need to put a little more effort into relating with your dog.make the time he spends with you fun and interesting and he won't want to leave your side.Carry tennis balls with you to play with.Hide from him then make him find you and when he does give treats or praise.toss toys for him to catch.
Getting any dog to come no matter what is sometimes a problem.Get a 100 ft. of nylon clothesline and attach it to his collar then let him go.When he gets to the end give the line a good jerk and tell him to come.Reel him in if you have to.But make him come back to you no matter what he's showing interest in.Get him to the park and do this with as many distractions around you as possible it won't be long before he'll be coming on his own.

try making the going out more fun try lureing him outside with whatever makes him more exited i.e a favourite toy or a treat he will work for and be less harsh in your voice and body-action and lure him outside with whatever will work but once he moves make it fun to keep the momentum going so he wants to go out. and when he has finished do everything the same as getting him outside to lure him inside. also try changing what you use as a command for going out and coming in so the dog doesn't still associate the old command with the harsh method
because it seems he is associating going out with a harsh method and the return as the same so is resisting going out then coming back
it will take time but it will work good luck

Take him to training classes. When you call him, do you just shout his name? To the dog, that's all you are doing - calling his name, he doesn't know he's supposed to come back to you unless you use a command.
Find a good training class and they will teach you how to train your dog.
GSDs aren't difficult to train, you just need to be firm and consistent, they love to learn.

practice with a long long lead and a choke collar. When you call him reel him in until he gets the message.
