a full candy bar with the wrapper on! I was letting him out and it's dark and one of the trick or treaters two days ago must have dropped a candy bar! Should I just let it pass?

Well, it kind of depends on the size of your dog...
small like a chihuahua-go to the vet now,
big like a laborador-watch him, make sure his heart rate stays in a normal range, if he starts acting strangely or shows any sign of distress go to the vet. As long as the wrapper wasn't foil that should pass fine, but If your dog won't "go" in the next 24 hours go to the vet as he may have an obstruction from the wrapper.
Do not feed your dog peroxide!

I would just watch the dog for any signs of distress. The wrapper ingestion may be more bothersome than the chocolate. If your dog starts panting or gets restless go ahead and take it to an ER vet.

One candy bar might come back out either end (or both) but it shouldn't cause any long-term problems. If it's a large dog, there's a good chance of nothing at all happening.

You might want to check with a vet, because chocolate can be hazardous to a dog. While you are at the vet, ask what foods are hazardous to a dog.

I'd force feed him peroxide until he vomits it back up. Since it's just been a few minutes, it shouldn't take too long.

I'm guessing you don't know what kind of candy bar it was so you don't know if it had chocolate or not.

Best to be safe and make him throw it up.

Let it pass (especially if the paper wasn't foil wrap -- if it was, then keep on eye on the pooch for signs of distress).

if it chocolate, it is VERY unhealthy for dogs. take him to a vet if it was chocolate.
