In a sense, they do, through zoning laws. They choose whether to zone land for residential or other uses, and also choose the density of residential units that can be built in a given area.

It is the right of the citizens of a city to regulate what that city becomes. They do by controlling what it built where. Cities have long range plans which go out 20 or 30 years. Impact fees also serve to limit population/construction.

A better question might be "should cities limit development?".

Many cities have chosen to limit development. Either by a moratorium on building homes or by requiring a large amount of land for each single family home built. In certain very expensive cities in California, a single family home must be built on at least one acre of land.

Uncontrolled home building will bankrupt any city. California cities have learned that home building decreases a city's budget. And business growth increases a city's budget.

Frankly, I think the entire species should reduce population by reducing reproduction. I just haven't been able to figure out a way to work it yet. It's not like everyone in the world will wake up tomorrow and say "Wow. There are way too many people. Maybe we'd all better stop cranking them out for a few years.", and I don't think many people would take too kindly to laws passed by any governmental body restricting reproductive rights. People seem to be more attached to the perceived right to reproduce than to any other. I wonder how many of them really have a strong desire to reproduce and how many of them just like to **** (you know). Sorry, more of a tangential rant than an answer.

Yes. If dumass illiterate people don't know how to do it on their own, cities should start limiting their population. They'll never do it though, the increase in development means more money from property taxes for counties and cities.
