I had a female cat once that was fascinated with watching the water swirl in the toilet bowl when it was flushed. One day she got up on the seat and hung her bottom over the edge and pee'd in the toilet. She only did it that once and never did it again.

I know someone who did it this way.
Purchased a see-thru type plastic container and taped around the toilet seat. The plastic like Zip-Lok containers.
She spread a little litter in it and got the cat used to jumping up on the toilet and defecating/urinating in the container. She cleaned the container but not thoroughly (leave some scent behind). After about a week, she cut a hand sized hole in the middle of the container and less litter but still kept the scent there. Each week, she cut away more of the plastic and eliminated the litter. By week #4, the cat was using the toilet only. If you have trouble getting the cat to jump up, use telephone books/catalogs, and each week-remove one, until the cat is used to jumping up and down.
To teach the cat to flush is a little more difficult. Use positive reinforcement. Find a treat the cat really likes, every time the cat flushes (after using the toilet) reward with a small treat.
