size, weight, bmi are all pretty irrelevant measurements.
what determines if you are overweight is your body fat percentage which for women should be below 25% and for men below 20%

If you are 5'1", probably. If you are tall, then probably not. It all depends on more than just your pants size. I know people who are raging healthy and fit who wear a size 12 (my Mom is one of them, works out 10 times a week as an aerobics instructor). So, I don't know based on what you gave.

well hunny, it depends on how old u are and do u mean a size 12 or13 in kids or juniors?
