The email is spam. There is no such government program to pay bills, unless you are on a welfare or SSI type of program and the only bill help you may receive is with phone service and the occasional electric bill.

If it's for that book with the question mark guy...most of the information is for welfare programs you already know about. The book has lots of pages because it is divided into states.
The rest of the stuff is for grants that seem really hard to apply for.
