Where do you get good fresh uncooked mutton in San Diego?

I know 99 Ranch has good seafood. But i get that also where i stay. Am more intrested in knowing if mutton is found fresh in San Diego

You will have trouble finding mutton. In the USA sheep are usually sold as lamb, by law under 1 yr. old. Most Americans have not had mutton and would probably find the flavor too strong. I know San Diego has several stores that carry less common foods, look in the phone book for one that carries Middle Eastern or British foods. I think there is a Gelson's ther they used to have many British foods, at least the one in L.A. did.
