One of my birds are pecking out another birds eye and it doesn't seem to notice. The mean one follows the other one and torments it. I try to distract it with something else so it won't torture the other one but it eventually fights again. They keep pecking at each other and they fall to the bottom of the cage and feathers fly everywhere. Whats wrong with them??

There could be a lot wrong with them. Is there enough food for both of them? Is the food divided among enough dishes to keep them from fighting over the food? Is the cage big enough for two birds? Is one older than the other? Did you have one and put a new bird in with it, so the older bird is defending his territory from the new bird? Is one trying to mate, and the other one isn't interested?

Unfortunately, you don't have time to figure it out - you need to seperate these birds immediately before one of them is seriously injured.

I would put them in seperate cages. I had two males when I first started w/ birds and they would fight all the time, I went out and bought 2 females to try to distract them from eachother and it worked ( no non of my budgies ever bred) So if you don't mind having another 2 budgies or don't mind risking having babies, I would do that, if not, just put them in seperate cages.

Simple solution: but you need to know whats happening, you either have two males or two females thats what they do in the wild, not all the time but it did happen in your case seperate them as soon as possible because it will kill him eventually. Like I said it doesnt happen all the time so you can find out what you have male or female and make the switch on a rare ocation male and female will also fight so for the first few days you make the switch keep an eye on them

Sounds like somebirdy needs a good old fashon spanking!

Get another cage and take out the bastard who's picking on the other one and put him in a different cage.

They don't like each other. What's the matter? Would you like to be caged with someone you don't like that keeps poking you in the eye?
