sometimes cities may special deals - In Philly sometimes new housing developments offer no taxes for 10 yrs - I imagine the taxes are paid by the developer when the house is sold to that first owner

In certain areas, people over a certain age receive a reduction in property taxes but I have never heard of a reduction for 1st time homebuyers.
