The WHORE and the WOMAN are two different issues in Revelation. The WOMAN of Babylon Mystery Religion is the MOTHER of harlots. But the WHORE made mention of is the Israylites, which is to whom the Adoption, the Covenants, the promises, etc. pertain to, Rom 9:3-5. The WOMAN is the SYSTEM, religious, political, education etc. which decieves and polutes the whore. They are destroyed or punished at separate times if you read both Rev. 17 and 18.

Sadly, I think it's a religious system that is very alive and well. We can pull scriptures out and look at them, and each description, from what she was arrayed in, the Slater of saints, her involvement with United Religions and the list goes on, points to one religious system. Of course I do not claim to know everything and understand all concerning the book of Revelation but I do know for the descriptions that are given to all point to just one system looks to be more than a just a coincidence.

The Whore of Babylon is the ancient Jerusalem. In the time of Jesus and the apostles, Jerusalem was famously named " the city of seven hills ", and Jerusalem is called and described as a whore in the book of Ezechiel. Jesus cried when He saw one time Jerusalem, for God tried many times to make Jerusalem come back to Him by sending many prophets to that city. But Jerusalem killed many of these prophets, and even killed our Lord Jesus. The last two prophets ( the two witnesses ) in the end of time will be killed in Jerusalem too, " where our Lord was crucified " ( read revelation 11 ).
The two witnesses will be the apostle John and the prophet Elijah.
No doubt, the ancient Jerusalem is the Whore of Babylon, and Jesus will replace the ancient Jerusalem by the New Jerusalem.
Thus Jerusalem won't be a whore anymore before God,
and the New Jerusalem will be His bride for eternity...

Given that Revelation as a whole is a coded attack on the Roman Empire, I would say that there is a good chance it is a reference to Rome.
