If you are running XP, right click on your desktop and click on 'properties'.
Then click on the 'Desktop Tab', then click the 'customise desktop' button in the bottem left of this window.
You should see in the "desktop icons" area at the top of the screen, you can now place a tick in the internet explorer box.
Once done click ok/apply
Job done :)
NB... the answer above will work for windows explorer not internet explorer... the two are different applications!

The best way is to right click anywhere on your desktop. Go to properties, select the desktop tab, click on the customize desktop button (located near the bottom). Check the box next to "internet explorer" and click ok at the bottom.

Go to 'Search' and put in Explorer. Find the one that says 'shortcut' and drag it onto your desktop.
