The fiction caused by the blade cuts the ice, creating heat which in turn creates water and that's what connects to the ice skate.

A figure skating blade has both a toe (rake/pick) and a heel . . . "blade" covers the other 2 answers. If you meant the toe or heel of the boot, neither touch the ice. I assume "connects" means "comes in contact" with the ice - regardless of movement.

but there are of course exceptions, like when the butt is on the ice. :D
