I think it is fairly rude not to tip... BUT here is the catch 22... we do not know the financial situation or the perceived level of service for the people patronizing the business.
1) Some people who are conducting business lunches are not reimbursed by their companies for gratuities, so they may be able to afford the lunch but not the additional money for a tip. Others may have just enough to squeak by, and are "treating themselves"... hence a dismal tip or lack of tip is the result (i.e think of a student getting a cup of coffee in a coffee shop and only leaving a few pennies if anything).
2) Service is subjective. What one person percieves as great service, another may perceive as mediocre or insufficient service.
Should people tip? yes... can we really answer why they don't? no... but we can keep in mind that everyone's financial situation is different, and people have differing service expectations.

I don't know about leaving money on hotel beds but that actually does sound like a nice thing to do. As for leaving tips for waiters and bartenders, it is just rude not to. I have a friend that unless I say something will not and then only leaves like $2 for a $15 meal. I think it has to do with how you were raised even more than your present financial situation. Some people just see waiters as people who get paid to serve them so why tip?
I don't mean to make some people mad but I've noticed a lot of country folk (the ones with red necks) are incredibly stingy with their money when it comes to tipping and are usually the rudest people as well when it comes to servers.
I was never a waiter per-se but I worked in fast food and I hated waiting on rednecks more than people who couldn't speak English.

The only time I don't leave a tip is if the service I received was truly terrible. I base my tips on many factors rather than a standard percentage. I don't think the waiter etc. deserves a tip just because he is there. He has to do his job just like we all do. If I feel that I receive outstanding service then my tip will reflect that and the other way around.

Not always. People should tip 15% but it is not mandatory. he may think he is providing good service, but maybe he is not. It is nice that you leave tips in hotels, I do this too, but you don't have to. it seems everybody wants tips nowadays, even if they don't do a good job. there are tip cups at Starbucks, Togos and many other places. I don't tip at these places, I am paying for my food and I don't have to tip the person preparing it unless they go above and beyond.
I think the problem is the server when they don't get tips. Many waiters and bartenders think that they should always get tips, but sometime their service and attitude sucks.
I wish I didn't tip so much, because it is getting ridiculous. Your already paying for the meal or drink why do you have to tip somebody just because they don't make much. my thought is they should get another job.
however if they work their *** off and go above and beyond then they get a nice tip.
Also in other countries they don't tip and servers think of tips as an insult.

Tipping should be abolished. It is so demeaning to make any adult depend on handouts to make a living. If the person -- the waiter, the bartender or whoever, is doing a good job, they should be given a fair wage by their employer. If the drinks or the dinner cost a few cents more, then no one would object. But this constant barrage of tipping is just hangover from slavery days, when you'd toss a couple of pennies to someone for doing a job and they were expected to smile and say, "Thank you, Massa!".
You don't tip your doctor. Why? Because you respect him or her. You don't tip your dentist for the same reason.
Nor do you tip your tax accountant. Or TV personalities, or any other professionals, or people you respect.
So tipping, to me, simply says you don't respect the person you are giving a handful of change to.

Waiters aren't paid very well for the hard, long hours that they have to work. I like to give big tips to exceptional service - sometimes over 100% of the bill. It really means alot to a waiter to recieve a big tip.
Tipping definitely is a choice, but it seems rude not to tip unless the waiter does a really terrible job.

Some people are 'just like that'. They are stingy, think that there is nothing extra needed for the service (functioning on the mistaken assumption that the person providing them with it gets paid enough as a base salary), or they are unaware of social graces. Now, there are some cultures who may honestly be unaware. There are many countries where it is rude TO tip. But I am sure out of the people who come in your friend's restaraunt, they are not often, if ever, these people. In that case, they are just tight a*ses and they are not going to change their ways. It is called being unappreciative. And it is one of my pet peeves.

Maybe the non-tippers are Brits who aren't used to tipping so much?
I would love to have our country get rid of tipping - pay the people who are waiting tables, bartending, making beds a real living wage and do away with tipping all together!
By the way - even though I wish we'd do away with it - I do tip at least 20% all the time - seemingly, everywhere!

I do delivery. I usually expect a $2. If they're generous, they'll give $5. But most of the time these days, out of about 10-12 deliveries, only 6 or 7 pay. People usually pay because of service, but they usually still pay tip. If they don't pay any, they're just greedy, forgetful/unthoughtful, or poor.

That is sad. I always tip but I guess people either don't realize the money waiters make, or they don't have the extra money for a tip. BUt even a small tip is better than none
