He was arrested for a fight, and initially charged with aggravated assault and weapon possession (knife). During probation, they gave him a urine test and found evidence of using perscription painkillers which he didn't have a perscription for. However, he completed a Pre Trial Intervention program and it resulted in a dismissal. Our father was also a Police Officer who died in the line of duty. Will they overlook these issues and is there a possibility of hiring him?

Also, what occurs during a police background check? Do they interview people, to include the person who he was in the fight with? Do they interview his family?

Any Felony arrest will be a 100% Negative for employment for ANY police department in the USA.

They may overlook it, depending on how they view the instance. He has one thing in his favor, and that is, that your father was a police officer and died in the line of duty.

In a police background check, they look at everything. His best bet is to come clean about everything and be totally honest. There are less than perfect cops (with small records) out there. Part of the process also involves a lie detector test where they ask questions about your past. No, they will not interview anyone except for him, but they will ask for a few references, and may call them.

in some case yes for under cover cops or if short on cops, or if he did not have serious crime in back

I hope the hell not! I wouldn't hire him as a cop!
