If you are deployed to the Middle East (Iraq, Afghanistan, Kuwait), your pay is tax exempt, federal and state.
If you are stationed in an overseas base, such as in Germany, you still have to pay taxes.

If you PCS to Europe or Asia you still pay the State Taxes to your Home of record if they collect and you pay federal as well. If you deploy to a combat zone you do not pay taxes at all. If you deploy for one day in a month the whole month is tax free. All leave that you earn in the Combat Zone is Tax Free as well. When you take the leave you get paid with out taxes being taken out.

If an area is designated as a combat zone, pay earned there is exempt from Federal income tax.Congress has to pass the exemption, but it is almost automatic.
A combat zone is where there is shooting going on. Iraq would certainly qualify.
Most states exempt such pay from their state income taxes.

N O, only way that a US Military member does not pay taxes is if he/she is in a combat zone and that
is only for Federal income taxes!!

Only certain deployments are exempt from federal and State Taxes. you must be in a designated Combat zone. OCONUS duty stations are only exempt from State Taxes.
