Have u talked to her as friends before? If not, i think u should try to talk to her and get to know her abit more. Talk to her about anything, it doesnt have to be about romance. Try to be friends with her first. Imagine if u guys hardly spoke to each other and 1 day u suddenly told her u liked her? If i was her, i'd be rather freaked out and think ur some wierdo and try to stay away from u.
First, try to build up the courage to talk to her casually. I know it's hard when u're infatuated with the person and get all nervous around her and stuff but that;s the first step. Be confident!

Don't tell her you love her if you don't, and don't tell her that you do in the "brotherly" sense either. Next time she says that she loves you, ask her what she means, so you aren't jumping the gun or anything. If she says that you're simply someone that she holds near and dear to her heart (more like a best friend), then embrace it. If she says that she loves you like a woman loves a man (romantically), then right there and then you should let your position known to her. Tell her that you also feel that she is special to you, but that you are not romantically in love with her. That you appreciate her friendship, and also mention that you are flattered as well, nothing more, nothing less. If you see that she is somewhat nervous, tell her that, even after the fact, you still wish to remain friends. At this point, you can probably gauge whether or not to put your arm(s) on her shoulder(s) if it looks like she might go into shock or something. Do this during the day, not at night. Maybe during lunch together or something, generally giving the idea that the situation is not to be taken too seriously. If you feel that you can't wait until the next time she says that she loves you, then bring it up yourself when you feel the moment is right. Good luck!

I promise if you confront her and tell her how you feel, she'll get creeped out. Try taking her out (this is the acceptable way of telling a girl you're interested without even telling her you're interested). You're in college, there must be a bunch of things to do.

take her to the side and ask her out. if she says yes make food for a picnic and take her to a nice relaxing park. if she says no say thanks anyway.and before u ask wear ur best clothes and fix ur hair !
