Well i think that a person will have to keep coming back and facing their karma, and hard times untill they learn the lesson, My religious back ground and up bringing is Wicca, and well we believe this truley. Finally when you do learn and make things right, you will not have to suffer the bad stuff any more your life will sail by with only a few normal snags. but hey why stress all that? just enjoy every day at it's fullest, and say this: Well if bad is gonna happen God or Goddess which ever, help me accept it acknowledge it, and try to release it--let it go, cuz sh-t happens!

not sure I understand what you mean by their "last" reincarnation.
"bad people" are probably just put back into situations that would help them to learn the lessons they haven't yet faced and mastered... you wouldn't have a "last" reincarnation until you had mastered the universal laws - if you will - and can become one with spirit again...

I believe they are forced to watch for a very long time. It's an extreme lonlieness and bordom. I think that it would be a very bad punishement b/c earth is both heaven and hell and you have the power to create which ever one you want. Leaving a person watching for years upon years would (in my opinion) only make a spirit come back and be the absolute best person that they can be.

Being a "bad" person would make it impossible to be having your last reincarnation. "Bad" people have lots of karma they need to work out still.

I don't think there is a last incarnation until you have met all of your goals. So if you're "bad" you just keep reincarnating until you work out your problems. At some point, you have overcome all your shortcomings and learned all the lessons you are supposed to and you have the option of joining the spirit realm (IMO sort of like joining with God or going to heaven). But some choose to remain earthbound and some choose to leave the eternal to return to Earth to help others. (Sort of like Kwan Yin decided not to leave.)

Under the system of reincarnation, a bad person who repeatedly refused to adhere to moral codes and offended the gods would be relegated to a lower life form in the next life, probably that of a slug or cockroach.

I believe that each life is lived to learn the lessons that enable us to progress to a higher level of existence. It may be that the person to which you refer must live a life where they experience something akin to what they've been dealing out in this life.
I don't necessarily believe that if you're bad in this life you'll be good in the next, or vice versa. I do believe that we all must learn lessons based on what we've already experienced in previous incarnations.
