Is it legal to post someone's picture if they haven't been arrested but they have a warrant for their arrest yet It's been almost year and half and police and done very well in catching
him?

I believe once they are in the police system it is public information unless a judge seals the documents or there is a court order permitting you to do so.

If they have a warrant out on them and they are wanted by the cops no matter how long, I believe it IS NOT against the law to post their picture publicly.

Of course it is. If there is a warrant out for the person's arrest then that means some minimal threshold has been met to make this person a likely suspect and the police may legally enlist the public's assistance in locating the person and or notifying them of a potential danger amongst them. It doesn't matter that the warrant is a year and half old unless it expired in which case there is no warrant.

Of course it is. They havent been arrested because they have not been able to serve the warrant yet. The warrant means that a judge determined there is probable cause they committed a crime or have been found guilty because they did not show up for their court date. By posting the picture they are hoping for help from the public to find them to serve the warrant.

If they don't like it they should march straight over to the Police Station and tell the Police how they feel about their image being used on a wanted poster.
