There's no best way to end a war.
From one side's perspective, and talking strictly about objectives, the total annihilation of the enemy is the best way. The war is over and there's no chance of another (with the same enemy that no longer exists).
From a human perspective, probably the best way is a cease fire and an agreement of both sides not to get involved in a war never again... yes, I know... keep dreaming.
Talking about the right way to put an end to a war, that's another issue.
Let's say that your mailbox was destroyed. You go and beat up your neighbor. Everyone around starts yelling at you that he didn't do it, that there are no evidence that he did and that the evidence points another way. You don't care, after all everybody knows that he's a bad guy that use violence to control his own family. He may have had a couple incidents with other neighbors but they are all in the past. You keep beating up now because he's a bad guy and, eventually, kill him. Now you take control of the house and the family. You hit some members of the family because you know that someone had to be involved in the bad deeds beside your, now defunct, neighbor. And you want them to tell you the truth. Eventually, some of the other members step forward to protect them, getting caught in the middle. Others try to resist hiding in closet, under beds. They start to set you traps, try to push you out of the house. Now you are "defending" yourself, you have to keep fighting. Until you crush all resistance, submit the whole family to your power and take total control of the house.
When and how was the best way to end the fight? Withdraw when everyone else told you that he wasn't guilty? After killing the bad guy? When it was obvious that the family was a lot better without you? Or once you conquered your real objective of taking control of the house, marrying the widow and sending all the kids to boarding school?
But this is just a made up scenario I've created as an example. Just to show you that the best way depends on the situation and the objectives that each side has for the war including hidden goals.

OK, your question implies that a war is already taking place. If that is the case the BEST way to end it is to completely and totally defeat your opponent and secure an unconditional surrender.
Now if the war has yet to break out then negotiations from a position of overwhelming military superiority is the best way to prevent a way. As the old Latin saying goes, If you want peace, prepare for war.

You'll never do it without everyone realizing war is not a glorious thing.
It worked during the cold war/ Both sides were aremed to the teeth, but neither country wanted to get nuked.
Now, with certain countries if you die in the cause of something else you are rewarded. Here., an incentive to not have war doesn't exist.And it won't until all of them realize, "hey! I'm the one doing the dying, not our leaders."

You have to look at the wars in the past to be able to realisticly answer that. World War 2 saw misjudgements by Hitler plus overwhelming strength by the Allies win on the western front while on the eastern front to be honest the 2 atomic bombs completed shellshocked the Japanese and immedietly made them surrender. Korea, Vietnam, saw a mixture of strength, expertise allow victory, and in Vietnam, over confidence by the Americans contributed to their withdrawal and "defeat". Irag etc has seen victories and the Task forces gaining an authoritive position thanks to their expertise again. Therefore, it depends entirely on the circumstances of the war and what happens during it to be able to answer that. There is no one thing you can say gave victory to the winning forces in wars, its a mixture in my opinion

The BEST way to end a way is serious negotiations that produce a win-win for all parties. This is rare in the real world, however.
The fastest way to win a war is overwhelming force that produces a decisive victory (either with troops or bombs).

In a perfect world, the way to end a war is for one side to greatly lose the fight. Another way would be for one of the countries to lose the majority of financial aide from abroad, as well as running their treasury dry.
